CH2M HILL, in coordination with the Business Council on Climate Change (BC3), facilitated a technical working group to promote consensus development related to congestion pricing and other transportation-oriented strategies that are included as part of San Francisco's climate strategy. From May to October 2012, CH2M HILL hosted a working group to:
Discuss the advantages and disadvantages of congestion or cordon pricing on the downtown San Francisco business community.
Identify other transportation strategies, including those identified in the City's climate strategy, that reduce greenhouse gas emissions and that may reduce impacts on or create better opportunities for San Francisco businesses compared to congestion pricing.
Develop recommendations for the implementation of congestion pricing and other transportation strategies.
The final product of the working group is a white paper summarizing meeting discussions and recommendations, which will be presented to the City.
The working group included technical experts in transportation and climate issues; representatives from relevant city departments and regional transportation agencies; and representatives of several business sectors from large employers and small to mid-size businesses in downtown San Francisco.
